NOTICE OF INVITATION FOR BIDS (IFB) – Sealed bids are invited for the Main & Milnwood Intersection Improvement Project (UPC 88830) located in the Town of Farmville, Virginia. The project is generally described as the widening of South Main Street (Business 15) to provide additional turn lanes at its intersection with Milnwood Road. The project will include the construction of new intersection roadway, traffic signal reconstruction, and construction of ADA-compliant crosswalks, sidewalks, curb cuts, and pedestrian indications.

Sealed bids will be received at 116 North Main Street, Farmville, Virginia 23901. The deadline for submitting bids is 1:00 P.M. sharp, as determined by the Bid Officer, on Friday, May 17, 2019. The bids will be opened publicly and read aloud beginning at 1:15 P.M., on, May 17, 2019, at the same location. A Bid Bond and other Contract Securities, per Section 5 of the Instructions to Bidders, are required since the project value is greater than $100,000. Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accordance with Section 9 of the Instructions to Bidders and § 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids.

A non-mandatory pre-bid conference will be held at 116 North Main Street, Farmville, Virginia 23901on Thursday, May 9, 2019 at 1:00 PM. Questions can be submitted to the Town up to 10:00 AM on May 13, 2019.

All questions shall be answered in writing and included in bid addenda as apropos.

This project is being funded with Federal and State money made available through the Virginia Department of Transportation (VDOT). Bidder must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; and the Civil Rights Act of 1964. MBE/WBE firms are encouraged to submit bids. Bidders must provide certification that they do not or will not maintain or provide for their employees facilities that are segregated based on race, color, creed, or national origin. Bidders must comply with the President’s Executive Order 13658 regarding minimum wages on federal funded construction contracts.

The contract shall be awarded on a unit price basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications, plus such successive Additive Bid Items as the Owner in its discretion decides to award in the manner set forth in Section 12 of the Instructions to Bidders. ‘Notice of Award’ or ‘Notice of Intent to Award’ will be posted on the bulletin board at Town Hall. Main & Milnwood Intersection Improvement Project (UPC: 88830) – Addendum #1 – Bidders are hereby informed that a DBE goal of 7% was established for this project prior to the advertisement of the Invitation for Bid. The bid document did not display the goal percentage and has now been updated on form C-49 (page 54 of the PDF) as well as form C-111 (page 67 of the PDF) to show this goal.

Main & Milnwood Intersection Improvement Project (UPC: 88830) – Addendum #2 – Bidders are hereby informed the date and time for the submission of the bids is extended from May 17, 2019 at 1:00 pm to May 20, 2019 at 4:00 pm.  Further, the bid document has been adjusted to reflect the change in the bid submission date (pages 3-4); removed language referencing lump sum bidding (pages 45, 47); and add/adjust quantities on the bid schedule (pages 48-50).  This project will be contracted at Unit Price and not Lump Sum.

Main & Milnwood Intersection Improvement Project (UPC: 88830) – Addendum #3 – Bidders are hereby informed the quantity of Asphalt Concrete Ty. SM-9.5D (Item Code 10636) is revised from 399 TONS to 504 TONS (page 48 of the Bid Document).  A revised bid document has been uploaded.
