NOTICE OF INVITATION FOR BIDS (IFB)
Sealed Bids for the Buffalo Creek Bicycle/Pedestrian Bridge and Trail Project
Sealed bids are invited for the Buffalo Creek Bicycle/Pedestrian Bridge and Trail Project (UPC 106027) located in the Town of Farmville, Virginia.
The project is generally described as a concrete bridge with asphalt trails to connect the Dogwood Trail to the west, the Sarah Terry Trail (via new bridge across Buffalo Creek) to the south and to a proposed sidewalk on Third Street to the east. The proposed route for the trail connecting the existing Sarah Terry Trail is along an existing Town of Farmville sanitary sewer easement. The proposed route for the trail connecting the new sidewalk to the proposed bridge and to the Dogwood Trail will be a new alignment through a floodplain, forested wetlands, and steep grades flanking Buffalo Creek. The single span bridge is 85 feet long.
Sealed bids will be received at 116 North Main Street, Farmville, Virginia 23901. The deadline for submitting bids is 1:00 P.M. sharp, as determined by the Bid Officer, on Wednesday, July 11, 2018. The bids will be opened publicly and read aloud beginning at 1:15 P.M., on, July 11, 2018, at the same location.
A Bid Bond and other Contract Securities, per Paragraph 13 of the Instructions to Bidders, are required since the project value is greater than $100,000.
Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accordance with Paragraph 9 of the Instructions to Bidders and § 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids.
A non-mandatory pre-bid conference will be held at the project site on Wednesday, June 20th at 1:00 PM.
The contract shall be awarded on a unit price basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications, plus such successive Additive Bid Items as the Owner in its discretion decides to award in the manner set forth in Paragraph 12 of the Instructions to Bidders. ‘Notice of Award’ or ‘Notice of Intent to Award’ will be posted on the bulletin board at Town Hall.
Contractor registration in accordance with Section 54.1-1103 of the Code of Virginia is required. See the Instructions to Bidders for additional requirements.

Request for Proposals for New Outdoor Surveillance Cameras, Recorders, Dvr’s, Cable, and Mounting Supplies
The Town of Farmville Police Department is accepting proposals from qualified businesses for the purchase of new outdoor surveillance cameras, recorders, DVR’s, cable, and mounting supplies.
Proposals should be placed in a sealed envelope and plainly marked, “REQUEST FOR PROPOSALS ON NEW OUTDOOR SURVEILLANCE CAMERAS, DVR RECORDERS, HARD DRIVES, CABLE, AND MOUNTING SUPPLIES.” so as to arrive no later than 5:00 p.m. (Eastern Standard Time) on Friday, July 6, 2018, at the Farmville Police Department, 116 North Main Street, P. O. Box 24, Farmville, VA 23901, Attn: Chief A. Q. Ellington Sr.
Products and/or services shall be in keeping with the specifications as prescribed below; however, designation of a particular brand or make is not meant to restrict the proposal, but merely to indicate the type and quality desired:
- Seventeen (17) Surveillance Cameras, IP67 Weather Rated, 165+ Foot IR Capabilities, Built in Heater for Cold Weather, Motorized Zoom With Auto Focus, 2.8-12mm Field of View Capabilities, D-WDR and 3D-DNR Technology, Remote wireless 24×7 Recording Capability, 6+ Megapixel @24FPS;
- Two (2) Professional IP Recorders With At Minimum, 16 TB Recording Space Capable Of Recording For Thirty (30) Plus (+) Days;
- One (1) 1000 FT Weatherproof / Waterproof UV Rated Direct Burial, Gel Filled Network CAT5E Cable W/Solid Copper Conductors;
- Any and All Necessary Mounting Brackets and or Supplies, Needed to Mount Said Cameras to Traffic Poles.
Proposals received after the specified time and date will not be considered and will be returned to the bidder unopened. No submissions or amendments made after the proposal opening will be considered.
The Farmville Police Department reserves the right to reject any and all proposals, consider alternate proposals which meet the minimum specifications set forth, and waive any informality. It also reserves the right to award proposals on such products and/or services it deems will best serve the
